Assisted planning of a procurement strategy to engage a consortium for design, construction and operation of a 28.2 hectare development incorporating a multi-purpose sports and entertainment complex and main stadium

PROJECT OVERVIEW
  • The project involves a 28.2 hectare development including:

    • 50,000 capacity main stadium with a fully retractable roof;

    • 7,000 capacity indoor arena with diverse capabilities for events

    • 5,000 capacity public sports ground

    • retail, lifestyle, accommodation, sports, business precinct

  • Essential to the design and planning of the development is that it provides an exceptional experience to hirers, users and the public while taking into account Hong Kong’s cultural history​.

  • The development also has to complement and integrate with Hong Kong’s existing major venues such as Queen Elizabeth Stadium, Hong Kong Coliseum and Hong Kong Stadium.


DHC ENGAGEMENT
  • ​Dean Hassall provided sub-contractor advisory services to the KPMG-Advisian Consultancy, in the speciaist areas of major public facility operations and management.

  • Key assistance focused on planning and developing a procurement strategy to engage a consortium for the precinct's design, construction and operation (a DCO/DCBM contract).


KEY SERVICES & INPUT AREAS
  • Market sounding/engagement and contract structure

  • Financial, operational and performance requirements to be imposed on Consortium bidders

  • Revenue and expenditure forecast projections

  • Detailed input into development of Operational Specifications including Glossary

  • Assessment of operational aspects of the pre-qualification and tender stage proposals received, providing an assessment of bidders’ proposed event profiles (and business plans) against the criteria set by Government

  • Creation of management mechanisms for Government to effectively monitor performance of Consortium during the operating stage

  • In relation to the main stadium and other major facilities, review of the commissioning plan and input and recommendations regarding structure and essential elements, potential interfacing issues and interfacing issues between the construction stage and operations stage

  • Ongoing review and contribution to development of business plan in collaboration with project consultancy team and Hong Kong Advisory Board (Government client)

  • Review and provide input into Main Stadium Functional Brief

  • Operational and performance requirements for the operating stage of the main stadium and other major facilities, regarding:

    • opening hours

    • charging rates

    • venue/facility booking arrangements and supporting IT systems

    • customer service

    • event profiling

    • catering arrangements for events

    • hospitality

    • ticketing arrangements

    • traffic management during events

    • promotion and management for community participation/international events

  • Recommendations around commercially viable elements, which will enhance the precinct's use and attractiveness, particularly the main stadium and other major facilities

  • Assistance with interpreting stakeholder views on event profile, including frequency and scale
